Лекция: The theory of rational bureaucracy

Weber was the author of the theory of rational bureaucracy. The society on boundary XIX-XX became centuries the more and more difficult organised system needing management. As the most effective system of the state organisation of M.Veber considered bureaucracy as it is based on strict division of duties, professionalism and discipline. For ideal type of bureaucracy are characteristic:

1) the division of labour caused by rules and laws;

2) submission of subordinate officials by the higher;

3) appointment of employees on the basis of professional qualification, instead of through elections;

4) payment of workers according to a rank;

5) work in official body is for serving the basic employment;

6) the employee is not the owner of establishment in whom works;

7) displacement from a post is carried out by a higher body. Presence of these rules introduces uniformity in activity

State structures, accurately defines responsibility of each institute of the state, limits an arbitrariness of the chief concerning the subordinate, eliminates from official relations personal hostility, insults, sympathies.

It is necessary to notice that rational bureaucracy — only an executive office with which help administrative function of the state is realised. It does not accept political decisions, its problem — performance of instructions of political elite.
